The developers mentioned in a [[Miiverse]] post that they believe this is the first time Waddle Dees have actively attacked Kirby in the series. However, they were designed in a way that they aren't attacking out of malicious intent, but rather, they happen to be doing things that unintentionally cause problems for Kirby. This came up during development when the designers were creating [[Fine Fields - Stage 3]]; originally, the stage featured machines that automatically sent rolling boulders toward Kirby, but the designers felt that this was too menacing for such an early-game scenario, so they decided to add Waddle Dees running the machines to make it more comical. The developers enjoyed this gag so much that they put Waddle Dees into similar situations all across the game.

It is also during this episode that Dedede and the rest of the court realize just how many Waddle Dees have taken up residence in the castle, as their procession out creates a line miles long.
 
Castle Dedede's Waddle Dee servants are presumed to have been living in the castle since long before King Dedede himself took ownership of it. They work as servants without pay in exchange for the food and lodgings which the castle provides.
